Agriculture sector in Odisha faces many challenges such as low productivity, high level of climatic uncertainties, low irrigation access and improper market linkage. Further, small holder farmers are trapped in a vicious cycle of low earnings and indebtedness. Farmers are already dealing with major risks associated with production. Because of broken supply chain, the smallholder farmers are deprived of various goods and services that could have helped them to commercialize their farming and increase their income. Similarly farmers are unable to get linked with proper market and are also mostly not producing as per the market requirements. Improving farming and thereby enhancing the income of smallholder farmers require creation of resilient ecosystems of a number of stakeholders in establishing Agriculture production clusters. At the same time the educated youth of farming communities are aspiring for higher incomes from farming.
